A Firewise organizational meeting was held Oct. 16, 2006, at the Manning Rural Volunteer Fire Department. After completion of the risk assessment training, a Firewise board was organized with the folowing members: Floyd Holland, chair; Eddie Joe Lea, vice-chair, and Jim Barham, AFC representative.

Manning became a Recognized Firewise Community/USA on Dec. 31, 2007. 
Also attending the meeting were James Jackson, Fire Chief/Certified Training Officer; Ann Pilgrim, Captain/Secretary for the Board of Directors; Eddie Joe Lea, Captain; Floyd Holland, firefighter; Betty Holland, firefighter/first responder; Roger Jones, AFC District 5 FireWise Coordinator, and David Samuel, Arkansas FireWise Coordinator.
